If you are considering Flash games you might want to look into some ActionScript libraries to help you at the starting stages. One of those (but not necessarily any better than any other library) is Flixel, found at:

Keep in mind however, that (as with all libraries etc) if you use Flixel in your submitted entry, you must make it very clear in your submission that you are doing so, including which libraries you are using, for what purpose and what the split is between your original work and the libraries. You must also look into the licensing details very carefully for each of these, to be sure that you are allowed to use it, modify it, re-distribute it and even use it in commercial applications. In general, you should never use any material created by others without at least a minimum of acknowledgement and thanks to all, as well as of course paying careful attention to all licensing details.
Later on you might want to look into sophisticated games engines like the very popular Torque from
GarageGames . Those kind of engines are very good and very valuable when you are making commercial games. However they are not free and therefore not really a good option when you are starting out. For now, it's sufficient just to know of their existence.
